This makes the function available without having to evaluate the
Nixpkgs fix-point, making it available in a more natural way for
code that deals with multiple Nixpkgs invocations.
Its definition is coupled to Nix rather than Nixpkgs, so it will
feel right at home in lib.
This allows our GHCs to build programs with DWARF debug information
when -g is passed, see https://ghc.haskell.org/trac/ghc/wiki/DWARF.
Compiling with debug symbols is off by default until GHC ticket #15960
(Using -g causes differences in generated core) is fixed.
