Frederik Rietdijk 97f67d1b5a buildPythonPackage: do not keep checkInputs ...

When tests are disabled, we do not want to pass checkInputs to
stdenv.mkDerivation. This reduces the build requirements and, more
importantly, helps cutting cycles.
