continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

Since the last time I ran this script, the Repology API changed, so I had to
adapt the script used in the previous PR. The new API should be more robust, so
overall this is a positive (no more grepping the error messages for our relevant
data but just a nice json structure).
Here's the new script I used:

With 81461cff5f540c92e5030f62b89ee7b64e85c6df luv also needs to be
downgraded until luarocks can be updated to 3.3.1 again.

According to https://repology.org/repository/nix_unstable/problems, we have a
lot of packages that have http links that redirect to https as their homepage.
This commit updates all these packages to use the https links as their
homepage.
The following script was used to make these updates:

Quoting from the splitString docstring:
NOTE: this function is not performant and should never be used.
This replaces trivial uses of splitString for splitting version
strings with the (potentially builtin) splitVersion.
This reverts commit 41af38f3728bd64b80721c44ed1fb019978cbc1b, reversing
changes made to f0fec244ca380b9d3e617ee7b419c59758c8b0f1.
Let's delay this. We have some serious regressions.
