wasm: init cross target
Adds pkgsCross.wasm32 and pkgsCross.wasm64. Use it to build Nixpkgs with a WebAssembly toolchain. stdenv/cross: use static overlay on isWasm isWasm doesn’t make sense dynamically linked.
