nixos/tailscale: add package as an option

Browse Source 
This simplifies testing changes to the tailscale service on a local
machine. You can use this as such:

```nix
let
  tailscale_patched = magic {};
in {
  services.tailscale = {
    enable = true;
    package = tailscale_patched;
  };
};
```
